PA-TEC operates various web sites for the purpose of providing information to the general public as well as government agencies. We support these web sites financially on a limited budget through a service that allows a limited amount of bandwidth consumption.

In order to keep our site operational and within our current cost constraints, we reserve the right to restrict access to our site from network locations that violate the terms set forth on this page, either by limiting bandwidth consumption or blocking access entirely. This is consistent with accepted network practices in the internet security industry.

Since the web sites became operational, we have occasionally noticed high amounts of traffic from certain network addresses. This activity was inconsistent with human browsing or search engine indexing. In order to keep our site operational and within our current cost constraints, we have restricted access to our site from these network locations, either by limiting bandwidth consumption or blocking access entirely. This is consistent with accepted network practices in the internet security industry.

Because some of the high-volume traffic came from multiple similar addresses, it was necessary, in some cases, to block ranges of addresses, rather than individual ones. We recognize that this may have the unintended consequence of blocking legitimate access to our sites but reserve the right to limit access as we deem necessary, and without notice.
